SIT-H checks compliance before an invoice is submitted
SIT-H answers one question for a hospital's billing, coding and quality teams: if I submit this file, will there be a deduction, and what should be fixed? MINA compares the file with the SUT, invoice review rules and regulations in force on the date of service, and shows every finding with its basis. The decision always stays with the institution's expert.

MINA reads the file with the rules
of the date of service
A procedure's points, a drug's reimbursement status or the text of a regulation article come back in the version that was in force on the date of service, so the file is assessed against the rules of the day it was issued.
SUT points and rules
Returns a SUT procedure code's points and description on the date of service with the related invoice review rule, and shows when the code entered or left SUT and how its points changed.
Billing together
States, with the supporting sentence, whether two procedures can be billed together on the same day.
Drugs and medical supplies
Shows whether SGK reimbursed a drug on the prescription date, its licence and suspension status and its EK-4A row, and a medical supply's EK-3 price on that date.
Codes
States the name and status of ICD-10, LOINC and other SKRS codes on a given date, and gives a laboratory test's measurement unit and LOINC code.
Regulation articles
Searches laws, regulations, procedures and principles, circulars and the MEDULA guide, and retrieves an article's full text, amendment notes and cross-references.
Source trail
Shows the original source document, its official address and its retrieval date for every citation.
The output is a correction list
with clear owners
For every file the decision comes first, followed by its basis. Official text is quoted verbatim, and no personal data appears in answers.
Decision
Correction required, ready to submit or additional document required.
Basis
The SUT article or invoice review rule behind the decision, quoted verbatim from the official text.
Correction list
An owner (physician, billing, coding, quality) and a priority for each item.
Measured results
In an internal evaluation in October 2026 on synthetic and anonymized scenarios, an answer counted as correct only when both the decision and the rule behind it were right.
Hospital role
Decision and rule both right on 289 questions.
Same finding
Auditor and hospital reached the same finding on 289 files.
The story of the measurement: Same file, four perspectives.
